PLANNING FOR WHO?

SCOPE OF PLANNING

I want write this after my daughter send me a poem via sms on mother's day, 22 nd December 2008. She got it from her friend.
Planning should consider children, women, old people, disable people. We all live in the same place, world, city, neighborhood. Did we make a public service accessible, easy, convenience for them. Did we make a plan to prevent a crime happen to them?

Planning process should aware their existency and needs, combine with the environment, social and cultural awareness.

see on:spatial planning of your city, annual plan and budgeting, midterm planning and long term planning of your local government and central government. Probably, it is not enough. That's why, we can see the young generation go on street, that sometimes we called "Gepeng = gelandangan dan pengemis" ( homeless and begger).

STREET VENDOR




SREET VENDOR : WHO CARE OUR LUNCH?
(From Bandung with Love: The day when I visited my daughter at her schooll, ITB)
As a mother, I worried on my daugther healthy when she was far (Jakarta - Bandung) from me. How did she get lunch at school? Is it hygienic conditions and good for her body?
I saw several street vendors surround ITB (Institute Technology Bandung) and of course it was different condition with street vendor at Philadelphia - University of Pennsylvania, my school at Master Degree. Every street vendor connected with electric supply.

The next day, I knew that there were several kantin (small restaurant) inside ITB. The conditions are better, but the food price are higher than at street vendor. How many students got lunch there, and how many students took at street vendor - are among my questions?. The food price at kantin ITB is around 7000 rupiah to 20000 rupiah (1 dollar = 9500 rupiah). While at street vendor is around 3000 rupiah to 6000 rupiah. Then, the next question .....
As a challenge to know:
1. Price sensitivity of student?
2.How many student got diarrhea or stomach ache after got lunch at street vendor and after got lunch at kantin?
3. How many pharmacy around university and student home?
4. What kind the most medicine buy by student?
5. How much money to buy a medicine a month?
6. How to link between local/people economic development, spatial planning, environment and sanitation?
This is a challenge for planner, businessman, and local government. A challenge to implement a good planning, comprehensively. (ITB have Planning School, Architect, School Bussiness Management, Pharmacy, Biology, Environmental School, and Electrical School)

Is this a trade off- transfer cost from bad sanitation to healthy body?

Islands
Do you know how many islands Indonesia have?
17000 islands, 6000 of them are inhabited. Five largest islands are Sumatra, Java, Kalimantan, Sulawesi and Papua.
One of the island near Tanjung Pinang, Penyengat island, developed as religious heritage. Mosque, cemetary, and palace are tourist destination on that island. The view nice surrounding with the trees. Silence. A place for us to go andescape from busy and hectic time. Becak motor as a travel moda on that island. If you prefer walk, you can do it through paving block. But, it was too bad, I didn't see the place such as small hotel or wisma, for stay on that island.
How did I know this island? I didn't see promotion or information at the airport. Iknew this island from my friend, an old way of marketing - WOM (word of mouth) 0r viral marketing. Probably the local government forgot about the supply side (see Tourism Planning post) : attraction, services, transportation, information and promotion.

Urban Animal

(in memorial my Imut (8 years), Munyon (1,5 years), Tweety (1 years), and Creamer (3,5 months) )
Almost more than two months I left this blog. There were manythings happened. I was sick for a long time, my cats died, and a hectic at my office and family. I feel the meaningfull friendship of my cat and suffer from a loss of them. During that time, I also learn the meaning of a hope, an adore, an hOnesty and truly love.





Not like in the others countries, I rarely saw in Indonesia that urban parks have animals, eventhough parks in universities. Parks having animals inside are Surapati Parks and Bogor State Palace. There are a lot of deers in Bogor park and birds at Surapati Park. But in Indonesia, you can see animal on street such as hen, cats, and dogs, specially in housing or community area. There are no regular controlling institution to protect people from the spreading of animal street disease.

Urban Parks in several cities abroad had been planned comprehensively along with other elements of urban functions. While in Indonesia, based on a new regulation of Spatial Planning No.26/2007, total green space required is 30 % of total urban area. Urban parks as green space area have several purposes,an aerobic in the morning and afternoon, family gathering, and relaxing. Urban parks is well-planned and spread in certain areas having many people surround such as schools, universities, and health facilities; not only near stores.
If you had ever been study abroad, you will experience the joyful playing with the animal in the park. Those animals can bring you a happiness, cheerfulness and feel relax as the time you feel lonely, sad, and stress or depress. You can also learn and observe the animal.

I was very grateful having a chance to feed squirrels or birds in the University of Pennsylvania park during my lunch or after I finished my examination. Research from abroad showed that people claimed to visit the park especially to watch animals as a leisure activity, bring their children or grandchildren and other purpose.


A research also show that people give an attention to the animal was elicited mainly by movement and sound, and less by color of animal. If visitor interested with the behaviour of the animal, they will seek further information about the animals from books or the internet. What kind of animals that usually appears in urban parks? They are Fallow deer (Dama dama), Mouflon (Ovis ammon), Red Squirrel (Sciurus vulgaris), Great Spotted Woodpecker (Picoides major), Blackbird (Turdus merula), Great Tit (Parus major), Blue Tit ( Parus caeruleus), Marsh Tit (Parus palustris), Chaffinch (Fringilla coelebs) and Nuthatch (Sitta europaea). (derived from Bretzendorfer 1987, Randles, study was partly funded by University of Education, PH Ludwigsburg, Germany and from the Bundesministerium fur Bildung und Forschung Germany (JP C.R.).
Of course some of those animals aren’t usual in tropical countries like Indonesia. Probably, the animals living usually in Indonesian parks are birds, deers, monkeys, ducks, and swans.

Finally, the function of urban park is greater than we usually know. It’s not only enhance the quality of the cities to reduce the automobile or industry pollution, but also as a place for social events, relaxing, and learning. So, urban parks should be developed starting from the city spatial plan and should be supported and enhanced by media information for children visitors and managed for elderly visitors.

Urban Trees

If you are traveling from one city to others, you will notice the different between one city and others. With the unique of welcoming entrance or street with green boulevard in the middle of it, you will impress. You will feel the difference and notice which city is manageable or unmanageable.
Recently, not many cities have a boulevard with good quality of street and trees along side the road. In our country, some old cities have boulevard, such as Malang and Bogor. Nowadays, not all new cities have boulevard. Some boulevards are built by developer and maintained by communities. On the other hand, trees along road have removed because road need widen.

Which area on your city has boulevard like this picture?
What do you feel if you walk through?

Trees are an important element of the city. Are there any places where you live without trees? Without trees, cities looks like a desert that you want to leave as soon as possible. Based on brochure “Urban Trees” from United States Department of Agriculture Southern Region, there are some benefits of trees:
1. Trees add beauty our city and improve personal health. Creating a relaxation and well-being.
2. Trees reduce air pollution, through absorb CO2 and other dangerous gases and, in turn, replenish the atmosphere with oxygen.

There are seven major pollutants and their primary sources:

Trees in the country like Indonesia actually are easy to plant. Water is abundant, soil are fertile. It is very different with desert country like Saudi Arabia. Trees in several cities are very well maintained. My tour guide in my pilgrimage journey mentioned that if you destroy the trees whether not on purpose, such as an accident, you must pay an expensive penalty (dam) even higher than the price of
used car.

So, why do not we plant trees in our small garden, our community area, our neighborhood and our road. You can see the benefit.

Urban Quality


HOW TO ENRICH THE QUALITY OF YOUR CITY
Case: Urban Quality Management in Kuala Lumpur

One of the cities that I observed during my course in Malaysia, is Kuala Lumpur City. As the capital city of Malaysia, Kuala Lumpur managers face grave challenges in managing the metropolis.

ISSUES OF URBAN QUALITY IN KUALA LUMPUR REGION

Urbanization in Malaysia is nevertheless, very rapid growth. KL is the focus of employment opportunities and as a result, rural-urban migration is fueling the growth of KL. Poor living conditions associated with squatter settlements; under supply of waste disposal facilities and portable water. Air pollution and high lead levels in exhausts are already generating health hazards in KL;

CURRENT STANDARDS

Some standard to measure the urban quality are (a) Malaysia Urban Quality Life Index (MUQLI); (b) Quality of Life; (c) Water Quality (Sewerage Management); (d) Air Quality.
(a) MUQLI
Malaysia defines a measurement call MUQLI (Malaysia Urban Quality Life Index). Some basic area of the MUQLI are working life, housing, transport & communication, health, education, social participation, income & distribution, culture & leisure, family life, environment and public safety.
(b)Quality of Life
Selected indicators of quality of life are life expectancy (in years), infant mortality rate/1000, population/doctor ratio, literacy rate (%), telephones/1000 population, utilities such as pipe water (% of population) and electricity (% of households).

(c)Water Quality
To monitor the quality of water, the government of Malaysia set up a standard based on the Interim River Water Quality. To control the level of pollution in the waterways, 2 effluent standards: (i) Standard A – for upstream of water catchments; (ii) Standard B – for downstream of water catchments. Effluent standards set as Absolute Standards. In design, an Average Standards much lower than the limits as on the below table.

Some actions have been taken also to solve some of the challenges, such as establishment of regulations aimed at maintaining green areas, expanded and preservation of water resources in Wetland Areas,development of low cost housing, building new towns to balance development such as Putra Jaya township, development of e-government such as in Subang Jaya and strengthened partnership between the government and private sector in Shah Alam City (Selangor Development Corporation)

If you travel from one city to other city, from one country to other country, you will notice the difference. Please think what attraction that make you come to the new city?

Tourism consider as a system. It is market - supply match. There are major components of supply such as attractions, services, transportation, information, promotion. While market based on people who relatively similar service needs, so it needs segmentation.(Clare A. Gunn: Tourism Planning)

At the pilgrimages travel, religious motivation that make people travel to Saudi Arabia. Before we go to that place, there are criteria and guide for people. People who come to that place, not only prepare on physically but also mentally. All preparation make people and the situation at Pilgrimages City in order, eventhough they gathering in the limited place with many people.

So, if your city want to attract people, please make a clear guidance what the rule of your city. It will make your city still clean, safe, beauty and neatly. Be prepare and make sure all the system running well.
